In September 2023, President Luiz Inácio Lula da Silva received the Prime Minister of Vietnam, Pham Mihn Chinh, at the Itamaraty Palace, in Brasília. During the meeting, representatives of the two governments signed four bilateral instruments. After the meeting, Lula said that he accepted an invitation to go to Hanoi, the Vietnamese capital, in 2024, to celebrate 35 years of the establishment of diplomatic relations between Brazil and Vietnam. The first document signed was an educational cooperation agreement, which, according to Lula, will enable student mobility between countries. In the area of agriculture, an action plan was signed to expand cooperation between the two countries.
A memorandum of understanding was also signed in the area of defense, which aims to pave the way for exports of products such as aircraft, and a work plan was adopted for cooperation between diplomatic academies. According to Lula, Vietnam's interest in concluding a trade agreement with Mercosur was discussed. He committed to taking the issue to South American partners, taking advantage of the Brazilian presidency of the bloc. “Vietnam is the sixth largest market for Brazilian agribusiness products. We want to expand this flow, and also diversify it, with more products with high added value”, guaranteed Lula. The Prime Minister of Vietnam, Pham Mihn Chinh will visit again Brazil to participate to the G20 meeting to be held in Rio de Janeiro between the 18th and 19th of November 2024.
Between the 19th and 28th of March 2024, the Brazilian Export and Investment Promotion Agency (Apex Brasil) carried out a trade mission to these countries, in partnership with the Ministry of Development, Industry, Commerce and Services (MDIC), the Ministry of Agriculture and Livestock (MAPA) and the Ministry of Foreign Affairs (MRE). Opportunities in Asian markets have been increasing, given the region's good economic performance, above the global average. According to data from the Economist Intelligence Unit, the GDP of Thailand, Vietnam and Cambodia are expected to expand rapidly until 2028, at an annual average of 3.5%, 6% and 6.5%, respectively. Imports must follow this trend, and Brazilian exporters must be ready to meet this demand. In 2023, Brazilian exports destined for ASEAN, the bloc that encompasses the three countries selected for the mission, surpassed sales to Mercosur. Between 2019 and 2023, the value exported to Vietnam, Thailand and Cambodia increased by more than 90%, reaching US$7.1 billion. Brazilian exports to Vietnam alone reached US$3.7 billion. The country, which was the 26th main export destination in 2022, entered the top 20, in 18th position. Agricultural products are highlighted on the agenda, such as corn, soybeans and soybean meal, cotton and meat, but there are opportunities for different sectors.

Prime Minister Pham Minh Chinh still wants trade with Brazil to top US$10 billion by 2025 and $15-20 billion by 2030. Last September, speaking with business executives during his official visit to the South American country, he said the trust and partnership between the two countries have been growing for almost 35 years since they established diplomatic relations and especially since 2007 when they formed a Comprehensive Partnership. They are now each other’s biggest trade partners in their respective regions, with bilateral trade being worth $6.78 billion last year. Though the figure has tripled in the last decade, Chinh said there is still much room to grow. Vietnam could import cotton, soybean and corn from Brazil, and Brazil could buy footwear, garment, agriculture produce, and electronics from Vietnam, he said. "Brazilian businesses can have peace of mind when partnering with Vietnamese businesses or investing in Vietnam.
